急问！求答！ 关于UIUC的MS申请

UIUC是不允许本科直接申请PHD么？官网上看到以下：
Students with a bachelor's degree in electrical or computer engineering (or related field) should apply to the MS program even if the ultimate goal is the PhD degree.

以及UIUC的MS是不是也要套磁啊？RA/TA的funding怎么个申请法啊？如果拿到funding还要学费么？以及在ECE的网站下看到:
Financial certification only needed if you wish to be admitted without financial aid.
那是不是申请funding的话就不要财产证明啊？

求各位指导解答啊！
