Thanks for your interest in my work and in Penn. I will probably be looking for one or two new students over the next 2 years. I would encourage any strong student to consider applying here for the Ph.D. program. I should point out that admission to this program is decided by a committee, is highly competitive, and not decided by individual faculty members. When I need a new student, I take the one I judge to be the strongest and best fit to my group from those already admitted who are interested. There is a standard procedure for applying, as for all top US graduate schools - you will be able to find it on our website. I think Penn is an outstanding place to do cosmology and fundamental physics in general.
