这个算是口头offer么？

之前联系过这个老师，但当时没说太多，我还以为他不想要我了。但刚才刷出这么一封邮件来：Dear XXX（我的名字）,

I have been reading with great interest your application to
our PhD program, and I am looking forward to welcoming
you to UCLA as your graduate advisor.

Please feel free to contact me or my students if you have
questions about our main lines of research or topics
such as graduate student life at UCLA.

大家觉得这样算不算口头offer？另外我也和这个学校研究方向相近的其他老师进行过skype面试，但其他老师没给任何承诺。而且相比其他老师，这个老师也是我的first choice。在目前这种没有official offer的情况下，我要不要把之前面试过的老师直接回绝掉？谢谢大家
