Dear International Students & Scholars,

On June 12, 2015, the U.S. Department of State (DOS) travel.state.gov in visa issuance at U.S. embassies and consular posts worldwide due to technical issues impacting the Consular Consolidated Database (CCD). The technical problems are causing delays in issuance of U.S. passports overseas, the completion of background and security checks, and the issuance of U.S. visas. Applicants who applied for their visas on or after June 9th are likely to experience some delay in visa issuance. While there is currently no timeline for resolution of the system outage, the DOS announcement indicates, "We expect the systems to be fully operational again soon."
Also, please note that SEVIS will be undergoing a system outage to implement a software upgrade over the weekend of June 26 – June 29. This outage will also impact other agencies who use SEVIS data for verification purposes, including SSA, DPS, CBP, and E-Verify. We recommend all F-1 and J-1 visa holders to refrain from applying for an SSN or driver’s license during this time, as well as be prepared for potential port of entry delays during that weekend due to the system outage.

Please stay tuned to OISS emails for any other updates we receive.

FYI.
