关于陶瓷后老师的回答

给很多老师发陶瓷信后，很多老师都说"All admission and aid decisions are made by a committee of the faculty and not by individual professors. I encourage you to apply formally to the program."这属于完全官方的回答？还是有点希望，还要保持联系吗？
