今早收到usc邮件上网站查后发现结果写的是academic Eligibility Notification: "Your application for admission to the University of Southern California has been received and reviewed. We are pleased to inform you that you are academically eligible for admission to the [align="left"]Fall 2016 semester as a graduate student majoring in Electrical Engineering, leading toward a[/align]Master of Science. However, your application is not yet complete ......." 请问一下这算是offer吗，我发了那些financial support文件过去可以选择最终不去吗？thx
