【求助】关于系主任的回复求分析

过了415状态还处于pending，就给系主任发了邮件询问自己还有没有被录取的可能，系主任的回复是：I am copying this reply to our Director of Graduate Studies.
I do not know if he have any budget to be able to admit more students this year or not.
请大家帮忙分析一下还有必要等下去嘛？另外自己是不是被放在了wl上？
另外请问一下大家知道Director of Graduate Studies具体是指什么？他在系主任之上还是之下呢？
