OPT 加急两次被拒，给的理由和网上状态不一样。

offer五月23号要工作，现在EAD没拿到， 中间也找了congressman. 先写一下时间线
4.8 case 收到 TSC的
4.20 拿到receipt notice
4.25 申请加急，立即受到email说加急被拒； USCIS has reviewed your request for expedited processing of your Form I-765 based on severe financial loss. However, USCIS is unable to grant your request because a pending employment offer or employment start date does not qualify under USCIS's severe financial loss expedite criteria. Therefore, your request for expedited processing of your application is denied.{:4_105:}
4.26 找congressman ，很快就回我了帮我询问
5.3 congressman给我转发回复，回复里就是稍微详细说一下为什么被拒，但是有说“the case is in queue to be assigned to an officer to be worked on. We can't approximate the time when the case will be assigned and completed at this time.”
5.10 第二次加急， 收到回复说还是被拒了，但是理由说我的case 4月25号就approve 并送往card production : We are unable to expedite your application at this time as according to our systems this application was approved on April 25, 2016 sent to card production. If you do not receive the Employment Authorization Document within 30 days please contact us again.
这我就奇怪了，4月25号我第一次加急就被拒了，而且congressman也之后回复说我的case还在审核啊。而且网上并没有更新状态
然后我立即发给congressman解释一下然后能不能帮忙再询问一下到底怎么回事。
5.13 今天早上收到congressman回复说 USCIS还是回复
： application is still pending consideration. 之后我打电话，接线员说以USCIS发的邮件为准。。。。。send to production 就要30天。。。
看来得推迟工作了{:4_106:}， 也不知道HR同不同意
