h1b 抽到了,但opt extension被rfe了,可以不管request,申请h1b Capgap么

h1b 抽到了，但是3月份申请的opt extension被request for additional evidence了（要新I－20），那我可以不管这个request，然后申请 h1b Cap－gap么？
