求解 哥大I20提交后要求签证预约不能少于资料提交后35天是什么意思？

提交完哥大I20后，就出来上述这条。求解是什么意思？难道哥大对签证预约的时间有严格规定，必须在I20资料提交后35天才能预约大使馆签证？这样的话怎么可能来得及啊。我看其他学校都没有这种要求，有没有了解的同学能解释下？
