OPT extension期间从ICC换工作

背景: 我现在属于OPT extension期间,现在为一家ICC工作,想跳槽到一家full-time公司(E-verify,sponsor H1B)
我有两个问题
1. 我跟ICC签了工作合同,合同规定,我在合同期未满之前跳槽,需要付违约金,但是合同有个免责条款。我想知道我是否需要付违约金,合同内容是:"In view of the Employer’s expenditures in the
hiring, training, and other initial costs and efforts in the employment of the Employee, the Employee agrees to timely pay the Employer a compensation in the amount of Thirty thousand Dollars ($30,000.00) if the Employee resigns within 24 months of the starting date of the first client project. The employee should give ASK IT Consulting 30 days notice should he/she decides to termination employment with ASK IT Consulting at anytime. Employee will be exempt from the penalty and employment terms if he/she failed to obtain H1B visa sponsored by."
2. 如果我跳槽的话,是否需要从前任雇主带走任何证明我工作经历的文档给新任雇主?
