不想走csc但是老板这样回，该怎么继续……

Lz海淘了一堆，有一个教授我觉得希望蛮大的，他给了这样一个回复：

At this time, it is not yet determined whether I will be recruiting additional students next fall. However, I encourage you to apply to XXX's PhD program. Furthermore, if you re eligible, I encourage you to apply to the CSC scholarship program at Georgia Tech – it will partially fund your expenses. See here:XXX

我有点看不懂这个老板的意思，他说“if you re eligible”，然后“encourage”我申请CSC，这意思是如果我录取了，还要申请csc才行？一般不都是拿着csc去问教授要录取..我这个先录取再csc好奇怪....
是说明我的背景还不够impressive，教授不愿意给我全奖么....

后面应该怎么follow up呢，我并不想考虑csc，还要戏么？
