OPT加急失败经验

我的case是5/30 received 至今没变。我OPT开始时间是8/13，看进度多半是没戏在那之前了，我自己能做的也都做了，现在来分享一下失败教训，希望对需要的朋友有点帮助
我本来可以5/12递交申请，不过太相信ICC，他们告诉我提前2个月，最后还是自己发现2个月不靠谱，才急急忙忙在5月底寄了出去。所以自己的事情还是得自己上心啊。
我的经验主要是两次加急失败
第一次自己电话，寄employment agreement，写信解释自己会怎么怎么惨如果没有按时拿到EAD，结果3天就悲剧了，USCIS回信如下：
The primary goal of Curricular Practical Training (CPT), pre-completion Optional Practical Training (pre-OPT), and post-completion Optional Practical Training (post-OPT) is for the students to gain practical experience in their field of study, not to earn money for living expenses or to fund their studies.
It must be noted that F-1 students are required to establish that they have the financial ability to pay for their course of study and living expenses for the entire period of study as indicated on their I-20, thus they cannot claim financial hardship due to the very nature of their nonimmigrant status and maintenance thereof. In addition, an employment offer or start date does not qualify under USCIS's severe financial loss expedite criteria.
Therefore, your request for expedited processing of your application is denied.
好吧，第二次等了一个月，这次我想自己的loss不行，就找公司的上司和管财政的经理写了两封信说明我如果不能按时拿到EAD会对公司有影响（影响没办法写具体金额，不过我上司的那封信还写的蛮具体的）。然后还找了congressman帮忙。找congressman确实很方便，电话他们当天就受理了并且提交了加急申请到USCIS。本来信心满满，结果3天后，又悲剧了，回信如下：
‘In the interest of fairness to all of our customers, USCIS generally processes petitions and applications in the order they are received. Requests for expedited processing are reviewed on a case-by-case basis. The burden is on the applicant to demonstrate that one or more of the expedite criteria have been met.
Per guidelines, an offer of employment or employment start date also does not meet USCIS’s criteria for expeditious processing of Form I-765. Also to be noted, applicants applying under category C3B are able to file their Form I-765 application 90 days prior to completion of studies / program end date. Your constituent has not attested to why his application was not filed at an earlier date.
Therefore, we cannot grant expedited processing of your constituent's Form I-765.’
现在反而坦然了，跟上司说明了情况，就当给自己放一个假吧，就是不知道什么时候才能上班，一家人要养活啊。
总之我的心得就是
1. 早申请，早申请，早申请！！！这个的重要性我是领教了，请看第二封回信
2. 加急不太好申请，除非理由充足。我第二次觉得能做的都做了，不过别人一句‘你为什么不早申请’就把我给打发了，所以请看第一条
3. Congressman最好的好处就是保证能很快得到答复，不过我他们对这个过程也不会太有影响。所以还得靠自己。
好了，攒点人品，希望不要太晚拿到EAD就好了，也祝大家都顺利
