请教关于哥大PHD申请问题。Requirements for the Degrees ：A student must obtain the master's degree (M.S.)before enrolling as a candidate for either the Ph.D. or Eng.Sc.D. degree.
这句话的意思是，哥大不直接招PHD，必须先获得MS再来申请PHD？
