问小米I-20表格的事情让我更迷糊了，求解释

前几天收到了USC的ME的MS AD，由于种种原因，想再等到最后其他结果都出再做决定。但是USC发邮件要交财产证明以换取I-20表格，有学长说可以把I-20表格拿到，最后再决定去哪个学校。但是小米的回复意思是I-20是发给决定去那个学校的学生。因此有点小迷糊，好在小米说了没有提交资产证明的deadline。
想问一下大家，大家碰到的其他学校是不是都是这个套路？感谢啦

Please be advised that I-20s will be issued only to students who have certified to attend USC. Certification means that your intention is to study at USC and not another school.
There is no immediate deadline to submit your financial statements. However, we recommend you submit them as soon as possible to prevent possible delays during the busy application season.
