stat迟来的汇报，另外有问题求教QUQ

其实我也是前天收到的，不过正要发汇报贴的时候网卡掉了，所以就一直没发。有些问题想请教各位，录取信里这句话是啥意思？
In order to hold your place in the program, you will need to enroll by April 25th 2014. A $250 non-refundable enrollment deposit is required at that time.
是不是只要在4月25日之前交了这笔钱就行？交钱的同时要交正式成绩单对吧？
我这个拖延症晚期还没提交rutgers stat的申请，各位觉得从就业角度来看，UW和rutgers哪个更好呢？谢谢~
