还是想问问WL转正的可能性大不大

早晨刷出来dream校PSU的邮件，告知我在WL上面。邮件里有下面这一段，我是不是应该给学校回复一下自己的情况，按照最后一句话，如果拿个非美国的offer会不会有可能快一点催出来结果啊？
Since our objective is to balance our student body in several ways, the waiting list does not have a strict ordering. Typically we are able to offer spaces to some people on our waiting list, but this varies from year to year. I expect to have more information towards the end of March. Programs in the US have an agreement that applicants have until April 15 to accept or reject an offer. If you have an offer from outside the US that requires you to make a decision before April 15 but you prefer to come to Penn State, please let me know.
