Claim: Many problems of modern society cannot be solved by laws and the legal system.

Reason: Laws cannot change what is in people's hearts or minds.

Write a response in which you discuss the extent to which you agree or disagree with the claim and the reason on which that claim is based.

The statement brings up that there’s a causal relationship between the effect of legal system on people’s mind and that certain problems cannot be solved by laws. I do agree the claim that legal system is not a panacea for every problem existing in the society. However, I do not entirely agree with the reason as I believe laws are able to change people’s minds in some occasions. Moreover, it is not reasonable to draw the conclusion that many problems that cannot be solved by legal system because of the law cannot change what people believe.

In a society, problems generally can be categorised based on two standards: law and morose. Moral issues such as in-reverence for old people, wasting natural resources are not as crucial as murders or thefts which violate the law, and thus cannot be alleviated or solved by the enforcement of laws. There are also issues like cloning and DNA engineerings which are too new to initiate relevant laws, thus are difficult to regulate. Though they certainly bring benefits on scentific field, cause controversies as well in terms of morally right or wrong. Even for issues that can be judged by law, the legal system fails to prevent them from happening at times. There’s always drug dealers, tax evaders even they are well aware of the law but still risking for own interests because that the laws did not change their avarice for money.

I believe the law can change some people’s mind. The initiative of enforcing a law is that there are people who are consent to the legislations,from which we can assume the law, which is a reflection of public opinion, represents values commonly recognised and shared. And common values or ideas beneficial to the public will surely convince most people, which is exactly the meaning of education. People are not born evil, the values built within themselves come from the outside world and people around them. While there’s always some people are obstinate, the rest are certainly able to be educated with the new values, ideas and of course, the laws.

Apparently, there is other reasons why many problems in the society cannot be solved by the legislations, apart from that the laws cannot change some people’s mind. Some people steal while they know it’s illegal, may not because they crave for the money, but that they will die for starving if they don’t. Some people bribe while they know it’s illegal, may not because they want to play tricks, but that the culture of the workplace forces them to bribe just to get a fair competition. The prior examples are caused by issues other than what people believe in mind. Only caring poor people and improving the culture would help solve the problems.

There’s always people who cannot change their minds. Yet, the legal system will always a necessary and powerful tool to stables the society and protect the profits of the public. There are certain issues that cannot solved by law, but we can always figure out ways to make this world better instead of blaming people’s minds cannot be changed.
