"If your score is below the minimum on either exam, you should consider retaking the TOEFL/IELTS before applying. Carnegie Mellon University and the Heinz College will not issue an I-20 to any individual with scores below our published minimums".

是不是指如果T各项没有达到25分,不发I-20表? 真实这么严格执行吗?
