有大神做过argument11吗？感觉argument11 的材料里面给的论据都是两面性的，作者列举的一部分论据根本就没有支持论点，这种题目应该怎么做啊？
我把题目贴出来：
The council of Maple County, concerned about the
county's becoming overdeveloped, is debating a
proposed measure that would prevent the development
of existing farmland in the county. But the council is also
concerned that such a restriction, by limiting the supply
of new housing, could lead to significant increases in the
price of housing in the county. Proponents of the
measure note that Chestnut County established a
similar measure ten years ago, and its housing prices
have increased only modestly since. However,
opponents of the measure note that Pine County
adopted restrictions on the development of new
residential housing fifteen years ago, and its housing
prices have since more than doubled. The council
currently predicts that the proposed measure, if passed,

我把我的理解说一下：
作者首先说，议会担心阻碍发展，又担心房价上涨，
支持者说C例子中，房价没有涨，反对者说P 的例子中房价翻倍了，
然后作者就得出结论，感觉很无厘头，求大神解惑这种题目应该怎么写
