MS.offer [CS@UWM] - 罕见的cs名校MS全奖

昨天没有收到拒信就觉得有希望了，果然今天就来信了。信中说的是we offer you a 50% Teaching Assistantship (TA), plus an Alumni Scholarship for Excellence worth $4,000, supported in part by the CS Alumni Fund. At current TA rates, these provide a total stipend of $18,088, plus tuition remission and health benefits.

这是指免去学费和保险之后，还有18000的生活费？还是说这18000还得用来交学费的？

另外我申的虽然是MS，但是他家网页上说，MS转PHD不用重新申请，请问有人知道MS转PHD的具体流程吗？而且给我offer信里面，就说We are recommending that you be admitted for graduate study in the Department of Computer Sciences.也没说是MS还是PHD。可能这是他家的特色吧。

还有一个问题，附件中说道，要考SPEAK考试，请问有人知道细节吗？
