The decision is a reflection of the quality of the applicant pool. You are among the strong candidates who were not offered admission, as the number of outstanding applicants is much more than the number of available seats. Over 450 PhD applicants were considered for about 25 available seats.
Admission decisions are based on the statement of purpose, letters of recommendation, academic history, research and/or industry experience, and test scores. It is a difficult task shaping a class as well, as we have 8 fields of interest that we attempt to round out each year.
