Umich拒了又录是什么情况

本来都已经安心从了UW-Madison了，i20都寄过来，室友都找好了......结果本来4月初把我拒了的Umich又录了，这不是开玩笑吧，求大家帮忙鉴定下什么情况啊？
先上拒信：Your application for admission to the Electrical and Computer Engineering Master Program at the University of Michigan has been carefully reviewed and ranked in relation to other applicants.
We regret to inform you that we are unable to offer you admission to the graduate program in our program. We thank you for your interest, and wish you success in your future endeavors.
然后今天收到录取：
Our admission committee has reviewed your application again. After a second look at your application, it gives me great pleasure to inform you that we have recommended you for admission into the Electrical and Computer Engineering Master Program at the University of Michigan. Congratulations!
We have recommended you for admission for the Fall 2015 term. Our recommendation has been forwarded to the Horace H. Rackham School of Graduate Studies. They will be advising you regarding your official admission status. Please allow a minimum of two weeks for Rackham to complete processing and send a response.
