申请宾大究竟要不要WES认证？

今年在看宾大的官网介绍的时候，说到international applicants 建议申请一个WES认证，然后我就打算去认证了。

但是今天看到宾大的网申系统开启了，我就进去注册填写内容了。结果在提交成绩单那里看到这些：

Applicants from Chinese institutions: you may choose to upload an unofficial transcript document, if you have one, OR order a transcript from CHESICC. If you do not upload a document using the "Upload" button, then you will be required to order the transcript from CHESICC. If you are offered admission, you will be required to order both the Transcript and the Degree Certificate Verification as a condition for matriculation.

All applicants submitting transcripts from non-US institutions in countries other than China are strongly encouraged to use transcript translation and evaluation services. Examples of these services include World Education Servics and other members of NACES. Please note that Penn Engineering does not endorse any of these services.

↑看到这些字，是不是说明我就不用搞WES了？？话说那个CHESICC又是个啥？麻烦各位前辈指点一下~~多谢多谢~~
