请问这种情况要不要提交学位证书

一个学校邮寄成绩单的要求是：Proof from official documents (not photocopies) that this degree has been conferred will be required before admitted students are permitted to register for course work.
后面又有要求：Applicants are required to submit official, original academic records from each academic institution (undergraduate and/or graduate) attended. In addition, in cases where the grade reports, academic record, examination results, or transcript do not attest to the awarding of a degree or other academic qualification, a certified copy of the original certificate or diploma awarding the degree or qualification must be submitted.

前面说学位证书在注册前提交，后面说如果成绩单不能证明你得到了学位，那么也需要提交学位证书。请问到底需不需要邮寄学位证书呢（成绩单上没说得到了学位）
