[已解决]明明居住在德州，查状态却显示case被转移到另外一个office

首先感谢点进的同学的时间。
我3月1好寄出OPT申请包裹，3月2日抵达
我的问题是，13天都没有受到 I797C, 就是包含receipt number那封信。
我打电话问，升级到二级客服，然后通过核实姓名，生日，地址后，二级客服告知了我的receipt number
然后我查状态，状态显示：
"On March 14, 2016, your Form I-765, Application for Employment Authorization , Receipt Number SRC1xxxxxx697, was transferred to another USCIS office. That office now has jurisdiction over your case. We sent you a notice that explains why we moved your case. Please follow the instructions in the notice. If you do not receive your notice by April 13, 2016, please go to uscis.gov to request a copy of the notice. If you move, go to uscis.gov to give us your new mailing address."
问题是，我住在Texas,理应邮寄到USCIS Dallas Lockbox （根据uscis.gov）
为什么会被转移？看了地理帖子：1point3acres.com
很多被转移的。看来不属于异动。

3月1日寄出， 3月2日USCIS收到， 3月14日通知转移office, 3月15日类似的一条更新，4月12order new card, 4月18日，收到卡片
