关于西北EE的deadline

There are three deadlines for MS applicants:

October 20, 2011 (for Winter 2012)

January 19, 2012 (for Spring 2012)

July 1, 2012 (for Fall 2012).

Applicants for Fall 2012 should expect to be notified within 4-6 weeks after their application package has been completed.

这个算rolling basis吗？？
