陆本大一后转学美国,USC CS master还要求提交托福?

楼主在国内念的大一,然后转学来了美国,现在正在申请cs master. 今天收到USC的邮件说叫我提交托福成绩?(但是感觉像是系统自动发的而且是加州时间的凌晨1:49)USC对于免托福成绩确实有这么一段话:
[align="left"]International applicants are exempt from submitting English-proficiency scores under the following circumstances:[/align][align="left"]1) You hold a bachelor’s degree completed in its entirety in the United States or another Anglophone country.[/align][align="left"]The bachelor’s degree should be earned at a regionally accredited university located in the United States, or at an officially recognized university in another country where English is both the language of instruction and the only officially recognized language of the country. Please note that the entire program needs to have been completed in the qualifying country.[/align][align="left"]Note: Dual-degree holders who completed part of their degree in the U.S. do not qualify for this waiver.[/align]
但是我并没有拿到国内的degree,而且现在的学校一直把我的大一当做是"海外交流项目"来对待,到时候5月份发给我的degree和别人的完全是一样的。请问地里有相似情况的吗?
