问一个有关statement of finance的事

在statement of finance里，有这么一句话
Do you have the funds necessary to cover your expenses for your first year of study?

这个funds是指自己的funds呢？还是包括了学校给的奖学金？
我自己肯定没有钱能cover掉所有的expense。。。但那边系里给我了Offer(tuition waiver+ stipend)
我是答yes 还是no 呢？？
我要答了no...是不那边就不要我了？？
