不懂这个UCLA邮件的含义……求过来人解答

这封本来我以为是录取的，最后问了一位在USC的人说我这个应该算waitlist……所以我想问问各位过来人我这个邮件的具体含义，当初我忘了寄官方成绩单，以为这个学校是没戏了，那么来这个邮件的意思，是说明我寄了就会被录取，还是寄了也可能被拒？因为4.13之前OSU要求答复了。。。所以诚心求各位解答啊{:4_85:}

recommended for admission by our faculty，这句话按照留美的那位朋友的说法是像个“Honorable Mention（提名奖）”，我真的怀疑这个是不是暗示着我寄了成绩单也算waitlist……虽然成绩单我肯定会去寄
