local很小的公司给了offer过了两天又说撤回，正常吗

如题，一家local很小的公司大概十几个人吧。当时本来把我拒了，后来又说改主意要多招一个人了，我答应了，过了两天我准备去办CPT了给我发了个邮件：We will not be hiring you for the position. We do not have the time or resources available to deal with whatever personal or academic issues that are present. 我就和她说我办CPT没什么需要你们做的，她还是很强硬的说已经和issc撤回offer了。想问问这是小公司的常态？随意变卦？变卦的原因会是什么呢？
