h1b transfer pending期间能否出境

刚换工作，h1b transfer还没有approve，咨询律师关于出境的事情，之前律师说可以用以前的approve和h1b transfer receipt出境，结果这两天发邮件来说Leaving the country while USCIS is reviewing your petition will cause USCIS to consider your petition to be abandoned. 说是这几天出来的新规定，大家有收到消息吗？
