有的项目在介绍里就说国际生招的人少，还要申请吗

我看到一个phd项目，介绍里面有段话：Please note that because much of our funding comes from NIH grants applicable only to US citizens and permanent residents, we typically accept only one or two new international students each year. International applicants who have their own funding source should clearly state this , preferably as part of your personal statement. 就是国际生招的少，而且自带经费的要说明....然后我在alumni校友的那一栏里面看了一下，15年之前的校友都没有中文姓名的（那一栏里面只写到15年）...这个项目还能申请吗？大家觉得这种项目希望大不大？
