推荐信是否还有这种操作？

问题如下：

在我给一个英国合作过的老师请求推荐信，并且发送了美国学校的推荐信链接后，这位老师这么说的：

Actually you didn't need to ask me for the recommendation letter as I
should submit directly to those institutes.
Other students just informed me they had named me as a reference and let
me do the recommendations directly.

不知道我的理解对不对哈，这个老师的意思是不是说，我只需要在SoP里面提到我和他的故事，然后我把我想去的学校告诉他，他自己直接提交RL给学校？
这种操作是英美的差别还是我自己理解出现了偏差？还请各位大神指教！！
