MSU的教育政策PhD算是明确说不给钱？各位帮忙看看这咋整

申的教育政策方向Phd，之前套到这个MSU教授回复还挺积极正面的的，圣诞前又发了一封问候假期愉快并假装问我邮寄的材料都收到没，实际想问问材料审理进度的，收到回复如下:
Your file was complete enough for the committee review. Our program is quite competitive, because we only accept students we can fund, unless they are competitive and have funding of their own. At this point, you were not recommended for admission. Do you require program funding? If so, it is not looking good. The committee has a waitlist and I know that you are not at the top.
Let me know about funding; otherwise, best wishes as you seek to continue your education.
