美硕申请phd托福能不能waive？

我明年5月拿到master学位，现在在给学校小秘发邮件询问托福能不能waive小秘回邮件是这样的：
As long as your MS degree has been conferred (final and official) by the time you submit your application to Iowa State, then you would not need the TOEFL. If for any reason your MS is not official, you would need to submit the TOEFL before you could be considered here.
这个意思是说等我拿到硕士学位再提交申请，那都过了ddl好久了...这是不是侧面说现在申请的话还是要提交托福的？
