用offer催offer会增加录取概率吗

早上刚刚收到了石溪offer,然后也收到了RPI的邮件，大意是Your application is still under review， we wanted to share some information about the things that make Troy a special place to live。再然后之前2.6号面过一个宾州州立的老师，到现在也没任何消息。我可以用现在的offer去催他们吗？会增加录取概率吗？如果要催的话怎么写？谢谢大家了~
