UCI的provisional offer是什么意思

收到uci的一个ad,邮件写道：“Your admission may be provisional for various reasons including receipt of official test scores or transcripts, or for you to complete an in-progress undergraduate degree program. If your admission is considered provisional, you will receive e-mail from the UC Irvine Graduate Division explaining the provision and how and when it is to be cleared.”
感觉像是conditional offer？但是英语分数应该不会被con，有点疑惑。想问下大家有没有人知道，uci这样的offer是不是常规操作？
