网申名字的问题

亲们。网申的时候碰到了一个小问题

You must use your legal name. International students, enter your name as it appears on your passport. The name you enter here cannot be changed. Be sure to check the spelling and use of upper and lower case letters. Please do not use all capital letters.

最后那一句是神马意思啊。前面要求和护照一致，护照上全是大写字母啊，后面又说不能全用大写字母。这是怎么回事呀
