首次(2018-2-1提交)OPT申请 (98XXX) 记录，附case新查询网址

背景：MS, 5月1日是最后学期结束时间，提前90天，2月1日在学校提交申请。
Timeline:
2月01日 （0天）：在学校 IH 提交材料，学校会安排快递（FedEx 2Day）。
2月05日 （+ 5天）：USCIS收到材料快递 （因为跨了周末所以久了一些）。
2月08日 （+ 8天）：CASE STATUS: We received your case
4月10日 （+69天）：CASE STATUS: We are producing your card and will mail it to you
4月11日 （+70天）：CASE STATUS: We approved your case
4月12日 （+71天）：Emma在线客服要Tracking number，被告知只有 Approval letter寄出来了，还没有寄卡
