SEVIS 和 SEVP 是一样的吗？

如题

请问如果OPT到2019年才到期，SEVP不会更新，但是SEVIS会有Change of status pending 更新吗？H1B申请的是change of status, 是不是现在 I-20和SEVIS上没有更新希望就比较渺茫了？This is non-AD by the way.
