OPT 197xxxxxx 为什么有状态update？

第一次申请OPT. 4月23 case received

今天收到邮件，说We are still reviewing your case and there are no updates at this time。

这是什么状态呀？还以为received之后就是制卡的状态了。为什么还有这么友好的提示呀？大家都有收到这个信息吗？
