RFE - Multiple Yrs of Practical Training at Same Education Level

向地里的同学们请教一个关于CPT & Change of Status 的问题：
我最近听说有同学的H-1B被RFE “It appears that the beneficiary was granted more than 12 months of practical training at the same educational level..." 于是出于好奇，楼主假设了一个同学小A的情况，共大家分析讨论：
1. 小A在第一个master一共只用了50天CPT参加实习。
之后实习拿到全职offer，用非STEM OPT 工作一年，期间小A参与两次抽签都没中。
2. 小A enroll 第二个master，用CPT 开始工作，从7/30/2017一直工作至今。
3. 小A在4/1/2018 file 了H-1B Change of Status申请并且被抽中.
其实对于小A同学的案例而言， 如果考虑 as of 4/1/2018， 她只用了300 天CPT （虽然是两个不同的学校）。那么问题来了：
如果考虑4/1/2018 之后 SEVIS immigration status 变成了 ”change of status pending until 9/30/2018"， 是不是可以argue说小A其实没有使用CPT超过一年呢？？ 换句话说： 截至申请日4月1日，小A并没有使用CPT工作一年以上； 4月1日之后change of status自动延伸到9/30 所以并没违反任何规定？？
