请问f1过期一年以后还能去加拿大或者墨西哥续签吗？

RT，楼主的f1签证去年五月份过期了，打算今年年底去个附近的地方把签证更新一下，但是在墨西哥的美国大使馆网上 mx.usembassy.gov 看到针对renewal的要求包括下面这一点：
Renewing applicants – Applicants who are Mexican or third-country nationals (residing in Mexico with FM2 or FM3 status) whose BCC, BBBCV, B1/B2, C1/D, F, H, I, J, L1, M, O, P, R and TN visas have expired within the last 12 months.
想请问下各位有没有同样经历的在墨西哥签证成功了的呢？
