关于h1b今年9/11前能否file pp的问题

[align="left"]下面这篇文章是说2019 cap抽中的h1b不能file pp对吗？是不是前几年approved h1b处理transfer或extension这些cases 在九月11前file 的pp USCIS会处理？[/align][align="left"]uscis.gov[/align][align="left"]We will continue premium processing of Form I-129 H-1B petitions that are not currently suspended if the petitioner properly filed an associated Form I-907 before Sept. 11, 2018. Therefore, we will refund the premium processing fee if:[/align]
- The petitioner filed the Form I-907 for an H-1B petition before Sept. 11, 2018; and
- We did not take adjudicative action on the case within the 15-calendar-day processing period.
