F1 申请借出, 需要马上归还吗? 能否等到签证下来后再归还?

申请了东京使馆的签证借出, 收到一下内容的纸:

We cannot finish processing your visa until you return your passport to us.
Please mail your passport with this letter at the earliest opportunity to the following address:
请问在国内使馆申请也是收到这样的纸吗?
可否等到签证快下来的时候再将签证返还给大使馆?
