CS类Phd学信网认证问题

看了一些美帝学校基本上都可以上传本校盖章的英文成绩单、学位证明，比如PITT，UC Davis。这样的话是不是就不需要WES认证了。
另外，西北大学对于非英语成绩单有如下要求，我们学校是提供英语成绩单的，这样的话也不需要WES认证了吧。
Q: My transcripts are from a foreign country and are not in English. What should I do?
A: If an institution's transcripts are only available in a foreign language, please include an English translation completed by a verifiable, neutral third party (i.e. ATA translators, a transcript evaluation service, etc.) in addition to the original copy.
