问一下NEU教授回复的套瓷信到底是什么意思？

我申请了NEU的PhD，给中意的教授发了一封套瓷信，过了两天他回复了，关键内容如下：
I strongly encourage you to apply for PhD at Northeastern ECE department and if admitted please contact me again in mid-spring to inquire about financial support in form of research assistantship.


请问既然教授都这么说了，是不是我只要慢慢等待申请结果就行了？似乎教授的意思是是否录取我和他无关，这是研究生院录取委员会的事~

另外，各位在一月份的时候是怎么跟教授继续套瓷的呢？学术套么？我看了不少教授的论文，由于所做研究的差别，都看得不太懂。。。
