CS PHD申请，老师这么说意思是必须确定去才能发offer吗r？

之前看到大家的情况都是老师问，如果给offer，需要多久才能确定是否接收，也就是可以拿了offer后面不去，老师也有心理准备。
那我这个情况也可以拿了offer后面不去嘛。。总感觉老师这么说，意思是你先想好我才能给你。。。还是说这就是正常情况。。总觉得没考虑清楚先接了不太好，但是现在也没有其他offer，也在等其他学校。。
总而言之，是必须先考虑清楚，还是可以先就让他发offer完了再考虑？谢谢大家。
老师邮件如下：
I hope this note finds you doing well. I am writing to see how your plans are shaping up for next year, and whether you might still be interested in coming to xx?
If so, I’d like to put together an offer for you to come to work with me. I have spoken with the Graduate Recruitment Council to let them know. There is one more step - the Council needs to approve my request. Provided that they approve, you will receive an official offer letter directly from the University very soon.
As you consider this opportunity and make your decision, if you’d like to speak further about the program here and/or my research specifically, I would be very happy to talk with you. Or, if you would like to visit campus, please let me know and I would be happy to help organize it.
