第二个rej啦，麻烦大家帮我看看这个邮件的意思

今天凌晨收到UMD的rej了。。不过这个邮件的名字叫做"mail.yahoo.com”。我原本申请的这个项目叫做EENE。现在他貌似推荐我去其他项目么？
我有几个问题麻烦大家看了下面的邮件原文解答下：
1. 这个referral是说让我重新再申请一遍吗？还是说跟他发发邮件就好了？他的意思是我同意了就能进还是说我同意了只是让他们再审一遍？
2. 这个专业的网站我进去看了一眼，好像是个结合了通讯和管理的一个program。不过也没听说过这个专业。。不知道进了UMD能不能转，不会被坑吧
